Diplomatic efforts to end the war in Ukraine have centered on revising a contentious 28-point framework initially proposed by the Trump administration. The plan, which critics argued tilted heavily toward Russian demands, is being reworked through intensive negotiations between American and Ukrainian officials.

The original proposal contained several provisions that Ukrainian leaders found problematic. Most significantly, it suggested Ukraine surrender the entire Donbas region to Russia, impose strict limits on its military capabilities, abandon aspirations for NATO membership, and conduct national elections within 100 days. These terms sparked immediate controversy and required substantial modification.

Secretary of State Marco Rubio has taken a leading role in the diplomatic process, meeting with Ukrainian officials both in Geneva and Florida. His weekend discussions in Florida included Ukraine’s foreign minister, armed forces chief, and security council head, all working to reshape the peace framework into something more acceptable to Kyiv.

President Trump has downplayed the significance of the original 28-point document, calling it merely a “concept” or “map” that needs “fine-tuning.” This characterization suggests flexibility in negotiations, though the specific changes being considered remain unclear. The administration plans to present the revised framework to Putin through envoys Witkoff and Kushner during Moscow talks this week.

Ukraine continues to face military pressure as negotiations proceed. President Zelenskyy reported extensive Russian attacks involving thousands of drones and missiles over recent days, resulting in civilian casualties. He emphasized that any peace agreement must provide “real, reliable solutions” while maintaining Ukraine’s resilience and dignity. The parallel tracks of combat and diplomacy underscore the complexity of achieving a negotiated settlement.
