David Vigneault, who led Canada’s intelligence service for seven years, has revealed that foreign espionage has shifted decisively toward universities and private research centres. He said these sectors are now critical battlegrounds for protecting national security.
He warned that China is leading a sweeping effort to obtain Western technologies, using cyber tools and covert operatives to infiltrate academic environments. The scale of these efforts, he said, is unprecedented.
The former director explained that China’s aim is to fast-track its military development by importing scientific breakthroughs from abroad. It uses systematic processes to translate research into defence capabilities.
He attributed China’s long-term strategy to lessons drawn from the US invasion of Iraq, which showed Beijing how far behind it was militarily. This pushed its leaders to pursue massive modernization.
Vigneault said Canada’s experience with election interference proved how broad the threat has become. Safeguarding research, he added, now requires cooperation between universities, politicians and industries.
