Starting October 1, 2026, Spain will implement significant changes to its road safety and traffic regulations, affecting various road users including motorists, cyclists, motorcyclists, moped users, pedestrians, and electric scooter riders. These updates aim to enhance safety and provide clearer guidelines for interactions with vulnerable road users.
Among the key changes, drivers overtaking cyclists, pedestrians, mopeds, and other vulnerable road users outside built-up areas must maintain a minimum lateral distance of 1.5 meters. On multi-lane roads, a complete lane change is required, and drivers must reduce their speed by at least 20 km/h below the speed limit during such maneuvers.
New protocols will also be in place for traffic congestion on motorways. Drivers must create a clear path for emergency vehicles when traffic is stationary or moving slowly and emergency signals are active. Additionally, drivers encountering broken-down vehicles on interurban roads will need to take extra precautions, such as maintaining sufficient distance and reducing speed.
For motorcyclists and moped riders, the rules will enforce stricter safety gear requirements. While helmets remain mandatory, protective gloves will be required on roads outside built-up areas, and riders must wear closed footwear covering the entire foot.
Electric scooter users will face new regulations, including the compulsory use of approved helmets on all roads. Riders must be at least 15 years old and are generally prohibited from using motorways and certain other roads.
Cyclists will need to adhere to updated lane positioning and overtaking rules. Children under 16 must wear helmets on all roads, and cyclists traveling at night or in poor visibility on interurban roads need appropriate lighting and reflective gear.
Other provisions include high-visibility vest requirements, restrictions on mobile phone use, and regulations concerning radar-jamming equipment and heavy vehicle movement. Some changes, such as daytime lighting requirements for personal mobility vehicles, will take effect in October 2027, with transitional arrangements for certain moped helmets and safety equipment.
